Auburn Conservation Commission Issues Enforcement Order for Rockland Road Property

AUBURN — July 23, 2025 — Auburn Conservation Commission ratified an enforcement order against a Rockland Road property and continued a major commercial fill hearing to August 13. Chairman Michael Garland told members that pollution control measures installed in 2024 at 47-49 Rockland Road had deteriorated and were no longer in place, prompting the order; the property owner indicated that same evening that restoration was underway. The most complex matter was the continued hearing for East Partners' pad-ready site at 50 Washington Street, where the state DEP issued first comments just hours before the meeting flagging that the proposed 859-square-foot wetland cross-connection fill, added to two prior fills of 3,178 and 1,175 square feet on the same property, would exceed a 5,000-square-foot NEPA aggregate threshold; the applicant said a revised plan reducing the fill to just under 600 square feet would keep the total at approximately 4,900 square feet and revised plans would be submitted by end of the week. The commission also issued a negative determination for a tree removal at 276 Prospect Street and an order of conditions including special conditions 1, 2, 3, 5, 8, 9, 11, and 17 for a helical-pile single-family home at 5 Commonwealth Avenue.
